🔒 New Safety Mandates Under NAC 455C
Bulletin Date: August 22, 2023
Compliance Deadline: January 1, 2026
The Nevada Administrative Code (NAC) 455C has been updated to include critical safety upgrades for all existing elevators statewide. These changes aim to enhance passenger safety and prevent elevator operation under unsafe conditions.
✅ What’s Required?
Provision 3.10.12 – Door Contact Circuit Monitoring System
- Requirement: Install electronic Door Lock Monitoring (DLM) systems
- Purpose: Prevent elevator movement if door contact circuits are faulty
- Deadline: January 1, 2026
Bottom Line:
To maintain your operating permit, every elevator in Nevada must have door restrictors and DLM systems installedby the deadline. Non-compliance will result in elevator shutdown.
🧠 What Is Door Lock Monitoring (DLM)?
DLM systems are intelligent safety mechanisms that:
- Monitor door lock circuits to prevent unsafe elevator operation
- Detect faults like electrical shorts, misaligned components, or communication failures
- Prevent movement if doors aren’t securely closed and locked
- Provide real-time alerts and diagnostic feedback for maintenance teams
- Support predictive maintenance to reduce future failures
⚠️ What Happens If You Don’t Comply?
Starting January 1, 2026:
- 🚫 Elevator Shutdown
- ❌ Operating Permit Revoked
- 🏢 Building Access Disruption
- 😠 Tenant Complaints & Lease Risks
Financial & Operational Risks:
- 💸 Emergency upgrades cost 30–50% more
- 🧑⚖️ Increased legal liability
- 📉 Property devaluation
- 🕒 Extended downtime due to installer shortages and permit delays
